Who is required to obtain a manufacturer's license?

Any person or entity who sells lawful gambling equipment to a licensed distributor in Minnesota is required to obtain a manufacturer's license.  

Lawful gambling equipment means bingo hard cards, bingo paper sheets, bingo paper packages, bingo paper sheet packets, devices for selecting bingo numbers, electronic bingo devices (bingo minder), pull-tabs, jar tickets, paddlewheels, paddlewheel tables, paddletickets, paddleticket cards, tipboards, tipboard tickets, pull-tab dispensing devices, and promotional tickets that mimic a pull-tab or tipboard.

How much is the application fee?

The application fee is $9,000. A license is valid for one year.

What do we submit to apply for a manufacturer's license?

Submit the following to the Minnesota Gambling Control Board.

2.  An organizational chart illustrating the management structure.
3.  A copy of the manufacturer's logo.
4.  If the company is located outside of the United States, submit a statement stating that the company will comply with Minnesota Statute Chapter 303 regarding foreign corporations. Submit a copy of the Certificate of Registration received from the Minnesota Secretary of State.

The following persons must fill out the manufacturer personnel form: owners, officers, partners, plant managers, sales employees, persons or entities with a direct or indirect financial interest of five percent or more in the applicant, and consultants.


How long does the licensing process take?

For a new manufacturer application, the license process may take approximately 16 weeks of more, depending on background investigations.

Completed application forms are sent to the Department of Public Safety for a background check and to the Department of Revenue for a tax clearance. You will be charged for any background investigation expenses.

Upon receipt of the completed background check and tax clearance, the application will be presented to the Minnesota Gambling Control Board for consideration at a monthly board meeting.
